A collectors series of models. Ones like the big E, Malcador, Archan Land and others from the books. No rules just display pieces
The only thing about a super heavy space marine tank is, from a lore standpoint, that it would probably take a bunch of marines to crew out, and marines are always depicted in lore as being preciously few in number. Too few to stuff a bunch of them into a big big tank.
OTOH, what about a space marine equivalent to a Knight? I know they've got the dreadknight, but I'm sorry those just look goofy as hell with the marine being baby bjorn'ed on the front of the thing. What about a bigger Primaris version with a fully enclosed space marine pilot, with a premium stat line and point cost to match? Gets space marines into super heavy territory without manpower-lore concerns, could be justified as "oh Cawl just figured these out as a supplement to boost the firepower and survivability of both AdMech knights and his Primaris SMs." And I'm a fan of big stompy mechs so it works for me personally. Just sayin'.

Beyond that? Lordy, there's so much. I mean, right off the bat? We need more Space Marine Lieutenants! No, no, don't give me that look, I'm being serious!
We need an LT in Terminator armor. We need an LT with a jump pack. We need an LT on a bike (Hi there, White Scars players!). We even need an LT in Gravis armor. Options!
Tyranids need Shrikes (Winged Warriors) to go along with their aerial subtheme.
Knights need footmen… basic troopers, but also a Captain to lead them and a couple other support characters, like a Smith to tend to damage.
Guard still need Beastmen.
There's … boy. There is a LOT of stuff that needs making. Necron Pariahs returning? Orks with looted Imperial gear, like tanks and lasguns? The long-awaited Daughters of Athena cult or the even LONGER awaited Exodites? Heck, a big chunk of the Dark Eldar range is out of production and needs replacing!
There's quite a LOT that needs to be done yet.

Don't the Space Marines have the Astraeus hover tank? Which looks like it belongs in the Horus Heresy, which is the game for vehicles, not 40k anyway. Same with the other two models you mentioned, give us Big E so we can duel Horus Ascended on the table top.

Yeah plastic 40k Thunderhawk with variant sprue parts for Grey knights, Sisters or even Custodes. Second – full 40k upgrade SM sprues, I'm talking large box sets here with enough shoulder pads and other greeblies for 2k points or more.

A new large grav tank/landraider/mastodon that’s bristling with devastating weaponry and capable of carrying a large contingent of various types of units inside would be cool for marines. Definitely. A large air-base/vehicle for guard and/or orks would be interesting too. Take the either of the aforementioned premises for Admech. The tyranids need more titans. The ones from stationforge are simply amazing.
And they all need to be plastic.

I don't know if we ever got models without rules entirely, but they've definitely done "straight to legends" models. I think they could do that with something like the Emperor, where he has rules but is not available for non-Legends play.

Love the idea of having a collector's series. Big E through the ages etc. I think that GW will pivot in that direction if the gaming side ever went south. Or potentially they would license it to some other company a la Joytoy.
